Legal Framework

Netflix, Disney+ and Prime Video Formally Appeal France's Streaming Content Quotas

The three platforms filed abuse-of-power appeals with France's Council of State against a decree requiring 20% of their French content-investment obligations to go toward animation, documentary and live performance. The move follows Netflix France chief Pauline Dauvin's public pushback and sets up a direct legal test of France's ability to steer streamer spending by genre.

Global streamers are now willing to litigate directly against European content-quota rules rather than simply comply, raising the stakes for other markets weighing similar obligations.
